Whereabouts
Any effective testing system is based on unannounced tests. Any advance warning given can provide the person who wishes to cheat with a theoretical opportunity for manipulation. So as to be able to conduct unannounced tests, the NADA needs information on the whereabouts of the athlete concerned in each case. That is why whereabouts filing requirements apply for the out-of-competition doping tests. These requirements will vary, depending on which testing pool the athlete involved belongs to.
Whereabouts filing requirements for athletes in the RTP
Before a new quarter of the year starts, athletes in the RTP must, by the 25th of the preceding month in each case (i.e. by 25 December, by 25 March, by 25 June and by 25 September of each year), file their whereabouts information. These particulars must for each day in the following quarter contain a certain 60-minute time slot between 6 a.m. and 11 p.m., during which the athlete can be reached at a defined location where he is available for conducting doping tests. That hour must be specified in advance towards the end of a quarter in each case for the next three months but can be changed or updated at any time. Since the one-hour rule is not sufficient in the fight against doping, athletes may also be tested outside this one-hour time slot. The whereabouts information must be given in such detail that the doping control officer (DCO) is able to find the athlete without phoning him.
Whereabouts filing requirements for athletes in the NTP
Before a new quarter of the year starts, athletes in the NTP must, by the 25th of the preceding month in each case (i.e. by 25 December, by 25 March, by 25 June and by 25 September of each year), file their whereabouts information. They are not required to enter a 60-minute time slot in ADAMS. The information given can be changed or updated at any time. It should be given in such detail that the DCO is able to find the athlete concerned. If a phone number has been filed in ADAMS, a decision may be taken in individual cases to contact the athlete by phone if this helps to actually complete the doping test.
